Construction Project Management (PMC)

Last updated:

Owner-side PMC for industrial and commercial builds: tender, contractor selection, cost control, HSE, and handover.

PMC is the owner’s independent layer between investor and contractors. WorldwideTradeX supports industrial, hospitality, and infrastructure projects from feasibility through handover.

Service Modules

  1. Feasibility & cost plan — order-of-magnitude → detailed estimate
  2. Tender & procurement — BoQ, bid analysis, contractor due diligence
  3. Contract administration — FIDIC/local forms, claims defense
  4. Construction supervision — resident engineers, QA/QC, HSE
  5. Commissioning & handover — punch lists, as-builts, O&M packs

Phases can be contracted as standalone modules or bundled into a single full-cycle engagement, depending on where the owner's own team already has capacity. Tell us the project stage, the number of contractors and the reporting you need, and we will quote independent project management in a request a quote.

Fee Structures

PMC fees are normally structured in one of three ways, and the choice is recorded in the engagement letter before mobilization:

  • Percentage of CAPEX — commonly in the 2–5% band for full-scope engagements on mid-size projects. The percentage tapers as project value rises: a USD 5M hospitality package and a USD 150M industrial plant carry very different ratios, and fees are quoted per engagement, not off a public rate card.

  • Fixed lump sum — used where scope and duration are well defined, most often for design review, tender support, or closeout-only modules.

  • Monthly retainer plus milestones — typical for long programs where the PMC team scales up and down with construction intensity.
Reimbursable costs (site offices, third-party inspections, travel) are separated from professional fees so both sides can forecast cash flow. Fees never depend on contractor payments — the PMC's independence is the product.

When a Project Needs PMC vs Full EPC

Choose PMC when the owner wants to keep contracting flexibility, runs several package contractors in parallel, or must retain direct control of budget and variations. Hotel portfolios, phased industrial expansions, and publicly procured works usually fit this profile.

Choose EPC turnkey when speed and single-point responsibility matter more than direct control — process plants, utility buildings, and projects where the owner's technical team is thin.

A frequent hybrid is PMC overseeing one or more EPC packages: the PMC manages interfaces, certifies EPC milestones on the owner's behalf, and keeps the cost baseline honest without the owner staffing a full engineering department.

Reporting Cadence

Every engagement runs on a fixed reporting rhythm agreed in the project execution plan:

  • Daily — site diary, manpower and weather log from the resident team

  • Weekly — progress against the look-ahead plan, HSE statistics, NCRs raised and closed, photos

  • Monthly — cost-value reconciliation (CVR), updated cash-flow forecast, risk register review, one-page executive summary for investors or lenders

  • Milestone-based — interim payment certificates, substantial completion notices, commissioning sign-offs
Templates are fixed at kickoff, so financiers and boards receive the same format every month without rework.

For the wider trade context see the construction services overview; to scope an engagement, send location, CAPEX band, and timeline through the RFQ form.

Governance and Change Control

Cost discipline on a PMC-managed project comes from one mechanism: a single, enforced change-order process. Every variation — design instruction, site condition, owner request — enters one register, is priced against contract rates before approval, and is tracked against the contingency line in the monthly CVR. Nothing reaches the contractor's invoice without a signed instruction, and no verbal directions are honored.

The PMC also chairs the weekly technical meeting, maintains the master risk register, and audits contractor QA/QC records against the approved inspection and test plans. On multi-package jobs, interface milestones between contractors are baselined in the master program and reviewed at each coordination meeting, so a delay in one package is visible before it consumes the float of the next. Where disputes arise, the PMC keeps the contemporaneous records — diaries, photos, correspondence — that decide claims.

FAQ

Do you replace the main contractor?
No — PMC represents the owner and manages/monitors contractors.

Which contract forms do you use?
FIDIC Red/Yellow/Silver or local forms, depending on jurisdiction.

Can PMC be partial (design only, or site only)?
Yes — modules can be contracted independently.

How are fees structured?
Fixed fee, percentage of CAPEX, or hybrid — defined in the engagement letter.

How do we start?
Share project location, scope, and target timeline via RFQ.

What CAPEX range justifies a PMC engagement?
Below roughly USD 2M a competent main contractor plus a clerk of works is usually enough; above that, PMC typically saves more than its fee through change-order and claim control.

Who employs the site inspectors?
The PMC does — resident engineers and inspectors sit under the PMC contract and stay independent from all contractors on site.

Can PMC manage permits and authority approvals?
We prepare submissions, chase approvals, and track conditions; the legal applicant of record depends on jurisdiction and is agreed at kickoff.

Does PMC replace our architect?
No — the architect keeps design intent; PMC reviews for budget, buildability, and code compliance.
