EPC & Turnkey Construction Contracting
Last updated:
Turnkey EPC delivery for industrial and commercial facilities: single-point responsibility, schedule control, and global supply chain.
EPC means Engineering + Procurement + Construction under one contract. The owner gets a single counterparty responsible for delivering a working facility on time and to spec.
EPC vs Split Contracts
| Model | Owner burden | Risk |
|---|---|---|
| EPC turnkey | Low interface management | Contractor carries execution risk |
| Split E / P / C | High coordination | Owner holds integration risk |
Typical Scope
- Basic & detailed engineering
- Equipment procurement & logistics
- Civil, mechanical, electrical works
- Commissioning & performance tests
- Training and handover dossier
Industries We Support
| Sector | Example plants |
|---|---|
| Agro processing | Grain, oil, sugar handling |
| Building materials | Cement, precast, stone plants |
| Water | Intake + RO plant buildings |
| Hospitality infrastructure | Resort utility packages |
| Logistics hubs | Warehouses, cold chain shells |
Delivery Model
- FEED / concept — capacity, site, CAPEX band
- EPC contract — schedule, LDs, acceptance criteria
- Engineering freeze — P&ID, GA, specs
- Long-lead procurement — protect critical path
- Construction & QC — ITP, HSE regime
- SAT / handover — punch list zero, as-builts
Commercial Notes
- Incoterms for equipment: EXW/FOB/CIF as packaged into EPC price
- Pricing: Lump sum turnkey or convertible reimbursable
- No fake unit prices — project pricing via RFQ after technical baseline
- Local licensing/permits remain owner’s unless scoped in
Contract Models Compared
| Model | Scope split | Who manages interfaces | Typical use |
|---|---|---|---|
| EPC turnkey | One contractor for engineering, procurement, construction | EPC contractor | Process plants, utility buildings, complete facilities |
| EPCM | EPCM manages design and procurement; owner signs trade contracts directly | EPCM as owner's agent | Owners wanting cost transparency and direct supplier control |
| Split E / P / C | Separate contracts per discipline | Owner, usually with a PMC | Public tenders, phased expansions |
Under EPCM the owner keeps the purchase contracts and pays a management fee; under full turnkey, the contractor wraps everything into a lump-sum price with single-point responsibility for schedule and performance. Send the scope, the site location and the performance targets, and we will quote an EPC or turnkey proposal with the delivery model stated: request a quote.
Scope Phases in Detail
- FEED (Front-End Engineering Design) — process definition, plot plan, load balances, CAPEX band typically accurate to ±15–20%
- Detailed design — P&IDs, general arrangements, structural calculations, MEP specifications; ends at a formal design-freeze gate
- Procurement — vendor RFQs, technical bid evaluation, purchase orders, expediting, and factory acceptance tests (FAT) on long-lead equipment
- Construction — civil works, mechanical erection, electrical and instrumentation; ITP-driven quality control and a permit-to-work HSE regime
- Commissioning — pre-commissioning checks, cold and hot tests, performance guarantee runs, operator training, as-builts, and the O&M dossier
Risk Allocation
EPC works commercially because risk is placed where it can best be managed:
- Contractor carries: design adequacy, construction means and methods, procurement and logistics delays, workmanship defects, and the schedule up to the guaranteed completion date
- Owner carries: accuracy of site data beyond agreed surveys, changes in law, scope changes, and financing
- Shared or negotiated: unforeseen ground conditions, grid and utility availability, force majeure events
Guarantees and Liquidated Damages
A standard EPC security package includes:
| Instrument | Indicative size | Purpose |
|---|---|---|
| Advance payment guarantee | 10–15% of contract | Secures the mobilization advance |
| Performance bond | 5–10% of contract | Covers non-performance through completion |
| Delay LDs | ~0.05–0.1% of price per day, capped near 10% | Compensates late completion |
| Performance LDs | Spec-based, per shortfall unit | Output, efficiency, or consumption misses |
| Retention | 5–10%, released at end of defects period | Covers defect rectification |
Final percentages depend on jurisdiction, counterparty strength, and whether lenders are involved — financed projects follow the lender's term sheet.
To benchmark a project against the wider construction supply chain, or to receive a priced proposal, submit capacity, site, and target COD through the RFQ page.
Schedule Control and Progress Measurement
Turnkey schedules only hold when progress is measured the same way on both sides of the contract. WorldwideTradeX EPC engagements use a weighted progress system: engineering drawings, purchase orders, and physical works each carry agreed weightings, and percent-complete is calculated from quantity installed against bill quantities — not from man-hours consumed.
The accepted CPM program is the contractual baseline. It is updated monthly, with a three-week look-ahead issued weekly by the site team. Float belongs to the project, not to either party, and recovery plans are triggered formally when forecast completion slips beyond a defined threshold — typically ten working days — rather than negotiated informally after the fact. Long-lead equipment is tracked on a separate expediting register from PO placement through FAT and shipment, so a late transformer or pump set is visible months before it would otherwise hit the critical path.
FAQ
Do you finance EPC projects?
We can coordinate with project finance partners; we are not a bank.
Can EPC cover only part of a site?
Yes — package EPC (e.g., utility building + RO plant) is common.
How is schedule guaranteed?
CPM schedule, progress measurement, and contractual milestones/LDs.
What about local labor?
Mix of specialist teams and local workforce per project plan.
How to engage?
RFQ with location, capacity, and target COD.
EPC or EPCM for a first-time plant owner?
EPC turnkey reduces interface risk when the owner has no engineering department; EPCM gives more cost control if a technical team exists.
What is a typical defects liability period?
Twelve months from taking-over is standard; 24 months appears in some public-sector contracts.
Who runs the performance guarantee tests?
The EPC contractor executes the test runs; the owner's representative and, on financed deals, the lender's engineer witness and countersign the results.
Can the contract price be fixed in hard currency?
Yes — majority USD or EUR pricing with a stated local-currency split for civil works is the usual structure.
